[Pdns-users] Upgrading pdns_recursor 4.2 to 4.3 and socket-dir changes

If I'm not mistaken Randy,

check your permissions on the config file.

I think you probably have to do this:
# For CentOS and RHEL based systems
chown -R root:pdns-recursor /etc/pdns-recursor

then restart the recursor.
