For
--with-oracle-libs=<path> it clearly is:
--with-oracle-libs=$ORACLE_HOME/lib (or, the absolute equivalent of that).
I guess that's the default.
To be honest I've already deleted the (VirtualBox) Ubuntu and Debian instances.
I still have the Oracle Linux (dev. version) one.
But for
--with-oracle-includes=
anything I tried made it only fail faster, so whatever I did was wrong anyway.
This seems to work:
--with-oracle-included=/usr/include/oracle/12.1/client64
But again I guess it's the default, and to me doesn't seem needed.

Yep; I figured from your previous posts. As oracle was failing I just tried my luck on goracle.

Or OCI headers? I see them in $ORACLE_HOME/rdbms/public as required.
In $ORACLE_HOME/lib I only see:
