Except that over at the IETF there's currently a lot of discussion on
making TCP even more mandatory than it already is.

I think anyone contemplating the disable-tcp option should have a look at
http://tools.ietf.org/html/draft-ietf-dnsext-dns-tcp-requirements-00
(and/or related documents) and understand the issues.
