The SOA record _does_ transfer (or is created in the case of
Supermaster-Configuration). The problem is that the records themselves are
not transferred (the actual AXFR doesn't take place). The SOA seems to be
handled directly by the notification mechanism. At least that's what I
remember from the problem - I currently don't have a test setup ready.
