I'm afraid you need to restart dnsdist if you want to add or remove
listening IPs. The behaviour of setLocal() does not differ from the one
of addLocal() in that regard, in fact we will likely remove setLocal()
in a future release because it does not really provide any meaningful
functionality over addLocal() and having both is confusing.

It has not been implemented yet. It seems that no one cared enough to do
any work in that area.
