The documentation is your friend :-)

As noted in the documentation (
https://doc.powerdns.com/recursor/settings.html#allow-notify-from),
Recursor can accept NOTIFY operations. However, they are currently only
able to wipe zones from the caches, they do not affect RPZ zones.

Also noted in the documentation (
https://doc.powerdns.com/recursor/lua-config/rpz.html#refresh), you can
specify the refresh interval for the RPZ zone if you want it to be
different from the internal specified in the zone's SOA record.
