For comparison, I am running pdns-recursor 4.3.2 for my home network.  
recursor.conf contains:

allow-from-file=/etc/powerdns/allow.nets
config-dir=/etc/powerdns
forward-zones-file=/etc/powerdns/forward.zones
hint-file=/usr/share/dns/root.hints
include-dir=/etc/powerdns/recursor.d
local-address=127.0.0.1,10.12.255.53,2001:db8::53
lua-config-file=/etc/powerdns/recursor.lua
query-local-address6=::
quiet=yes
setgid=pdns
setuid=pdns

and forward.zones contains (domain and IP addresses changed)

home.example.net=2001:db8::32,192.0.2.1
10.in-addr.arpa=2001:db8::32,192.0.2.1
+.=2620:fe::fe,9.9.9.9

where ::32 is the authoritative server.  All works fine.
