Pre 4.2, this has to be done globally. See the “loglevel” parameter: https://docs.powerdns.com/authoritative/settings.html#loglevel

Could you also show us a full copy of the pdns.conf file, and a "select *” from the domains, records and domainsmetadata SQL tables?
