Just to verify, the dnsdist package from EPEL works:

$ sudo dnsdist
Unable to read configuration from '/etc/dnsdist/dnsdist.conf'
Listening on
dnsdist 1.0.0 comes with ABSOLUTELY NO WARRANTY. This is free
software, and you are welcome to redistribute it according to the
terms of the GPL version 2
ACL allowing queries from:,,,,,, ::1/128, fc00::/7,
No downstream servers defined: all packets will get dropped
