No it isn't. One comes from the EPEL repositories, and is packaged by
Fedora maintainers, the other one is provided by PowerDNS.
There might be packaging differences between the two.

The dnsdist package from powerdns has pdns in the name:
dnsdist-1.0.0-1pdns.el7.x86_64.rpm
