AXFR ACLs i need to do it myself in backend?

If I enable "master=yes" in pdns.conf, will PowerDNS send notifications to NS servers?
In PowerDNS documentation (http://doc.powerdns.com/backends-detail.html#pipebackend):
Master	No
Slave	No
