The BIND Administrator Reference has a good description of the
"forward [first|only]" option:

ARM> Forwarding
ARM> The forwarding facility can be used to create a large site-wide 
ARM> cache on a few servers, reducing traffic over links to external 
ARM> name servers. It can also be used to allow queries by servers 
ARM> that do not have direct access to the Internet, but wish to look 
ARM> up exterior names anyway. Forwarding occurs only on those queries

Yes, I also wish that pdns_recursor will support these forwarding 
options in a future version. Globally and on a per-zone basis.
