I know pretty much nothing about any other distribution except for Debian (based), but libpq.so.5 is a PostgreSQL-client library.
This is what I have on my Ubuntu-desktop-machine:
leen at ubuntu:~$ dpkg -S libpq.so.5
leen at ubuntu:~$ dpkg -s libpq5
