In the past this has lead to "hammering", with clients repeating broken
queries the moment the servfail comes in. Silence appears to be the best way
to react to broken queries. Garbage in, garbage out etc.
It may not be the optimal user experience, but amortaged it is, as the
nameserver is far quicker to respond to bonafide queries when not being
flooded by broken clients.
