Isn't it simply the fault of the client, that does not speak IDN and
which sent the raw Latin-1 request to PowerDNS?

Test with:

dig @my.powerdns.server ANY xn--caa-3la.cat.

and it should work. If so, test with an IDN client (such as Mozilla
Firefox).
