You could try the supermaster setup, but it is not 100% reliable not
guaranteed to work quickly. It does interoperate with BIND though. Just
setup bind to notify your PowerDNS slaves.
Otherwise you'd have to parse your named.conf to extract the new domains,
and sync them with PowerDNS using a script.
One trick is to add a field to the 'domains' table which helps you keep
track which master a domain came from, and if it is autosynced.
