I'm running off snapshot 563 and I'm still seeing the same behavior. It
looks as if the results are numerically sorted.
Test queries are:
dig hotmail.com mx
dig mx1.hotmail.com a
Results are always in the same order despite multiple records for each.

I'm almost sure I fixed this in the latest snapshots, which are
available on
http://svn.powerdns.com/snapshots/
Try the highest number, there is an RPM, a .DEB and a tar.gz.
