The content for an "NS" cannot be an IP address.

Try

insert into records (domain_id, name,type,content,ttl,prio) VALUES (1,'pvt.wiggum.com', 'NS', 'pvtns.wiggum.com', 120, 0);
insert into records (domain_id, name,type,content,ttl,prio) VALUES (1,'pvtns.wiggum.com', 'A', '1.2.3.4', 12000, 0);
