Thanks for all the replies. 

After re reading my first email I see that I should have put this in.

After this happened I replicated the incident.

I had the servers up and running for 48hrs

Looked up the domains from 2 other networks, not controlled by me and
have nothing to do with my DNS servers

I then brought them down.

I then tried to ping the domains within 10 seconds and the domain was
not available.

(the last 3 steps all happened within a minute) I repeated it 3 times
each time using different networks to test)

I know that i should have the DNS servers on the same class C and in
the same data centre, however Im running on a budget.
