[dnsdist] customize keepalive check timing?

I'm afraid there is no way to configure that at the moment, no. It
wouldn't be too hard to implement but it has not been done yet.

Yes, your assumption is correct, so if the server is really marked
"down" after the first failure, it's a bug :)
