Citation Needed™.  There is optional systemd integration, but AFAICS it 
is not required:

Of course, there's no guarantee that .deb packages built for Debian will 
work correctly on a non-Debian system, such as Devuan.  Devuan are free 
to make their own packages of PDNS if they choose to.
