The setting you need is forward-zones-recurse 
<https://doc.powerdns.com/recursor/settings.html#forward-zones-recurse>, 
and the zone to forward for "everything" is a dot by itself.

If this doesn't work, please show what configuration you tried, and what 
error message you get when using it.
