In short, a slave zone needs to be added on the slave server using db
inserts, the HTTP API, or using pdnsutil create-slave-zone.
Alternatively you can declare te master to be supermaster, as
described in
https://docs.powerdns.com/authoritative/modes-of-operation.html#supermaster-automatic-provisioning-of-slaves
