Hate to reply to my own message but I found the answer. I put extra
debug in and recompiled the server, and discovered then that the zone
was 'native' and not 'master' and thus did not meet the criteria for a
notify to be issued. Silly me, not sure how it got set as 'native' but
that was the answer. Might worth considering additional debug messages
to point this out somewhere(if log-level > somenum, then if di.kind !=
DomainInfo::Master, whine 'Domain not master, not notifying slaves' or
somesuch).
