Have you tried to read the PowerDNS recursor documentation? From the
recursor.conf file:

#################################
# query-local-address   Source IP address for sending queries
#
# query-local-address=0.0.0.0

#################################
# query-local-address6  Source IPv6 address for sending queries. IF UNSET, IPv6 WILL NOT BE USED FOR OUTGOING QUERIES
#
# query-local-address6=

Thus the default address used for outgoing queries is the one chosen
by the operating system.

>     Can you specify a specific source ip?

Yes, by explicitly setting query-local-address / query-local-address6.
