Is the pdns-backend-pgsql package installed? If so, please remove the `module-dir` directive from all config files in `/etc/powerdns` and `/etc/powerdns/pdns.d`.

If this does not help, please share the output of `dpkg -l pdns*` and all your config file (without passwords).
