Sure, but the difference is when the failure (e.g. slave down or network
down) is resolved. If you rely on NOTIFYs then you need an external
process which compares the name servers and triggers NOTIFYs for missed
zones. When you use for example a DB-replication mechanism, the
replication mechanism usually automatically re-syncs to the master.
