Both IPs are answering me just fine on udp/53 dns.
Try what a
dig @208.66.71.20 www.gogax.com +norec
and
dig @208.66.71.21 www.gogax.com +norec
gives you. And what happens if you add a +tcp.
It might just be a firewalling issue.

It does not look like you have configured any backends yet.
I would also try adding at least one even if it doesn't contain any data.
