Try setting packetcache-ttl to 5 seconds, you'll see it decrementing in 5
second steps.

What you are seeing is a side-effect of the packet cache. Do note that
downstream clients tend to disregard the TTL anyhow, which is why this was
not addressed earlier.

Beyond 3.2 this will be addressed.
