did you allow axfr in pdns.conf? either by
# disable-axfr Disable zonetransfers but do allow TCP queries
#
disable-axfr=no
or
# allow-axfr-ips If disabled, DO allow zonetransfers from these IP addresses
#
# allow-axfr-ips=
