You should either publish a TXT record only, or both TXT and SPF (type 99) 
records.  PowerDNS 2.9.20 doesn't support the SPF type yet due to a minor 
bug, but the current 2.9.21 pre-release snapshots do.  Just use the type 
string 'SPF'.
