udp        0      0 0.0.0.0:53              0.0.0.0:*

It only needs to be set to a fixed port number. I'm not sure what the 
port is being used for. The config has been edited to turn off 
everything including the use of a recursor. At least everything I can 
think of has been turn off. As in the current set up it only needs to 
act as a primary dns without any slaves.
