[Pdns-users] Not resolving to root servers

I setup PowerDNS on my Fedora Core 3 box and all works fine.. except now internal applications (and outbound email) won't resolve a domain unless its host locally..  Shouldn't PowerDNS failover to the root servers if a name can not be resolved?

Did I miss something in the setup?  I've gone over the documentation nearly word-for-word and can not find any mention of the root servers..
