YES
i decide this peoblem
again remove and install new 15-2 version

and configure pdns.conf line by line

but now i still not understand why recursion not working right :

Jan 20 19:16:57 mama pdns[21489]: Not authoritative for 'ya.ru', sending servfail to 195.182.131.66 (recursion was desired)
