After reading the comments and your documentation I think that the 
right way would be to return immediately a NXDOMAIN in that case. If 
someone needs to override an existing domain internally, your feature 
should be called according to that (e.g. "allow-override", 
default="no"). I'm pretty sure, nobody can imagine what 
"recursion-check-nxdomain" is.
