actually PDNS 2.9.15 has a new option in it

allow-recursion-override=YES

Setting this option will make the server not recurse for queries in
zones it is authoritative for.

Subject: [Pdns-users] Strange recursion behaviour

I'm seeing strange behaviour with recursion. When a query is sent to a
PDNS server for a non-existant host, but the server is authorative for
the domain, the query is sent to the recursor before being returned as
NXDOMAIN.

I've tried both lazy-recursion=no and lazy-recursion=yes. The recursor
is set to a BIND instance on the same box, but running on port 54.

Anybody have any suggestions? It's not breaking anything, but it's
damned annoying to wait 4-odd seconds for the query to come back.
