Be sure to have this in your pdns.conf file:

launch=bind

Then I have these to further define my setup (you will have to do something 
different since I run a Unix system, and I run chroot(2)ed with lowered 
privileges.):

chroot=/etc/namedb
bind-config=/named.conf
setuid=dns
setgid=dns
