Two things if you are using 2.9.10:
1.) Behaviour of allow-axfr-ips has slightly changed. If you are 
setting disable-axfr=yes, you can't overwrite this any more by 
setting allow-axfr-ips. It seems that the description of this hasn't 
been updated since the change.
2.) Due to a bug in disable-axfr (a missing "!"), you must set 
disable-axfr=yes until the release of 2.9.11 to allow AXFR.
