Hi Bert

Isn't it a little bit hard to throw a fatal error if a parameter 
should be set in ArgMap and nobody claims responsible for?
IMHO it would be better to report an error to syslog, so PDNS could 
proceed starting up.

I've seen the "lax" parameter, but it is set to false by default and 
most programs use the default value.
