Hi Bert

There is a bug in the code to match netmasks which causes a netmask of 
0.0.0.0/0 to fail (for allow-axfr-ips and allow-recursion). 

Furthermore I did some code cleanups and improvements:
- - set allow-axfr-ips and allow-recursion to 0.0.0.0/0 by default
- - speedup AXFR check in TCPNameserver
- - remove (now) unused matchNetmask() in misc.cc
