[dnsdist] Prevent binding to localhost?

It doesn't like that:

Fatal Lua error: [string "chunk"]:1: This function requires at least 1 
parameter(s)

So I guess I'll just do a random other port since it seems to require 
that but the purist in me wants it to only listen on 853. At this point 
I'm just wanting to run something that can implement DNS over TLS 
without messing with anything else.
