[dnsdist] DnsDist MaxQPSIPRule

Hi Bert;

I want to create a whitelist. If a IP address in this whitelist, I  
will not limit the queries from this IP. Basically ;

addAction(MaxQPSIPRule(5), DropAction())

rule shouldn't work for these IP's.

How can I apply this feature? For example, can we add some ip's to a  
list, and check whether the IP is in whitelist or not  ?
