For dyndns/rfc2136 support, you need a very recent PowerDNS (an unreleased version, in fact). You can find today’s Debian packages at:

When you upgrade from your 3.1, please read the four relevant sections from http://doc.powerdns.com/html/upgrades.html; also, please be aware that your Debian 3.1 package has ‘include’ support, which our packages do not have. We do have a similar feature called include-dir.
